Why one limit isn’t enough

Allow 20% per move and the agent can still make twenty moves — each one perfectly within the rule, and the wallet ends up empty. That is what the other rules are for: a ceiling on the total, money that must never be touched, a cap per day, a pause between moves.

And if a rule can’t be checked, the answer is no. Never a maybe.
